Presentation Description: The offshore wind (OSW) industry has experienced significant growth over the past two decades and ERM has been a significant contributor both internationally as well as in the U.S. ERM has led and supported National Environmental Policy Act (NEPA) Environmental Impact Statements and Section 106 Consultations associated with some of the first commercial scale offshore wind projects in the U.S. which include Vineyard Wind 1 Project, New England Wind Project, Coastal Virginia Offshore Wind Project, and the U.S. Wind Project. These projects have provided valuable experience in addressing the complex issues within the NEPA and Section 106 frameworks and understanding the procedural requirements of BOEM. This abstract presents several of the strategic insights and lessons learned that ERM developed through supporting these projects in the U.S. that are essential for successful project development. These include:
• The EIS process for large commercial OSW projects is dynamic and requires great flexibility, agility, and familiarity with BOEM procedures. • A comprehensive COP is essential to make sure the success and timely development of a defensible EIS, and to base the NEPA analysis on from the beginning. • Extensive coordination with multiple agencies is essential throughout the NEPA process and formal consultations. Implementing strategies to streamline communication from the beginning can be a critical factor for success. • A robust team with experience with the NEPA and Section 106 processes and understanding the full lifecycle of an OSW project and associated surveys and data collection requirements is crucial for navigating the project complexities.
