Jeff is a Senior Project Manager and the New England Practice Lead with over 20 years of experience leading the siting, licensing, and permitting of energy and industry infrastructure projects. He has supervised field data collection, environmental impact analyses, federal and state permitting and construction-phase services in more than 25 states across the U.S. while specializing in the regulatory environments of New York and New England. Jeff has managed and successfully completed large-scale projects requiring state energy facility certification and comprehensive permitting processes in New York, Connecticut, Massachusetts, New Hampshire, and Rhode Island. He has comprehensive experience with most aspects of federal environmental reviews and permitting, including project requirements under the Clean Air Act (CAA), Clean Water Act (CWA), Coastal Zone Management Act (CZMA), Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), and National Environmental Policy Act (NEPA).
