Presentation Description: Successfully acquiring all the necessary federal, state, and local permits and approvals for an offshore wind energy project, including the electrical transmission system, represents a major milestone for all offshore wind developers. However, the 50+ governmental authorizations that one project receives can easily amount to several hundred permit requirements, including resource-specific mitigation and monitoring, environmental compliance monitoring, notifications, reporting, and other overlapping commitments that must be addressed as a project transitions into the construction phase. This presentation will identify the technical and organizational challenges for offshore wind energy projects transitioning from environmental permitting to compliance. It will also present practical and creative solutions to these challenges based on the recent history of offshore wind energy projects that have made the transition to actual construction.
